İSGÜM Import Permit & Control Certificate

A significant share of chemical products — paints, thinners, solvents and similar goods — may only be imported into Türkiye after obtaining a Control Certificate from İSGÜM, an institute of the Ministry of Labour and Social Security. A missing certificate means your goods wait at customs.

When should the Control Certificate be obtained?

Before the import takes place — prior to the customs declaration. Applications started after the goods arrive in Türkiye leave them waiting at customs and generate additional costs.

How do I know whether my product is in scope?

Scope is defined by customs tariff code (GTİP) in the annex of the relevant import communiqué. Simply share your product’s tariff code and composition — we carry out the scope assessment for you.

How long does the certificate take?

Timing depends on the completeness of the file and the authority’s workload. A complete, well-prepared file is the precondition for the fastest possible outcome — which is why we invest heavily in pre-application preparation.

What happens if goods are imported without the certificate?

If an in-scope product arrives at customs without a certificate, clearance cannot proceed; the goods wait, and storage and demurrage costs accumulate. Planning the process correctly from the start removes this risk.
